According to Webster's New World Dictionary the definition of "reform" is "to make better by removing faults and defects." It amazes me that mankind will never be totally satisfied with his own imperfect ways yet he continues his attempt at improving what he came up with. If only he had listened to God and the Scriptures he never would have had to correct something that was flawed in the first place.

Mankind's recent "Reforms" proposed or enacted:
Campaign Finance Reform 
Welfare Reform
Education Reform
Tax Reform
Health Care Reform

With "reforms" one could either stop the flow of money, slow the flow of money or change how the money is spent. In any case, the problem is still the money. Since the "love of money is the root of all evil" (I Tim. 6:10), how could one honestly believe that spending such large amounts of money on a problem will solve it? That’s because mankind, for the most part, has decided how to deal with mankind. God is left out as if He’s second rate or worse in some minds.

3 John 2 Beloved, I wish above all things that thou mayest prosper and be in health, even as thy soul prospereth. (KJV)

That verse is a living reality to someone who believes it. If you are lacking in either of these two areas wouldn't you like for God to prosper you and give you health? He makes the promise and He backs it up. Now that's reforming a person who has a need. That's how you make your situation better. We remove the faults and defects by changing gods. You have been your own god doing your own thing. But now it's time to trust God Almighty, the Father of Jesus Christ who raised Christ from the dead. Now Jesus Christ is lord instead of your own intellectualism or way. One could either believe God at His Word or forsake God completely and come up with your own way.

Jesus Christ came that we might have life and have it more abundantly (John 10:10). So, you have to make up your mind that you will either trust Christ or a politician. God is perfect and His Word is perfect. Logic leans towards God and His Word for true reform.

Psalm 18:30 30 As for God, His way is perfect: The word of the LORD is proven: He is a shield to all who trust in him. (NKJV)

James 1:4 4 But let patience have her perfect work, that ye may be perfect and entire, wanting nothing. (KJV)
